Well, you're gonna need badges if you wanna Surf and Fly and stuff. Your Pokemon can still learn those moves and use them in battle, of course, but you won't be able to actually ride on them without the badges.

...I don't really know how it works, but I guess it's like how you can't climb those ledges on foot and stuff.
